Read the coverage column first. Every number here is a raw keyword match, not a human-reviewed finding — keywords are ambiguous, so a count is a pointer to somewhere worth reading, not a conclusion. And a low or zero count is not evidence a town has avoided surveillance technology: it usually means that town's transcript backlog is not fetched yet, its meetings are not captioned, or its archive is on a platform this pipeline cannot read. Coverage is the share of that town's known meeting videos whose transcripts have actually been downloaded, and Transcripts from is the year the corpus begins — a town can be well covered recently and have nothing at all from its earlier years.

Counts include matches in published agenda and minutes documents as well as meeting transcripts. The "From agendas" column shows how many of a town's total came from documents rather than captions — those are the town's own published papers rather than a machine transcription of speech.
