This report collects every mention of surveillance technology found in Norwalk's recorded public meetings -- automatically transcribed, then keyword-scanned. Each mention below links straight to the moment in the source video, so anything here can be checked against the recording itself.

Start with Timeline to read the discussion in order, or Findings by topic to jump to one technology.

Mentions are found by keyword and are not individually verified. A mention means the words were spoken at a public meeting -- not that the town uses, bought, or approved the technology. Read the quote and watch the clip before drawing a conclusion.

Licence-plate searches by Norwalk police

Six Connecticut towns have released the Flock audit log of every search run against their cameras. Below is what that record holds for Norwalk's own police department -- not a finding, just the log.

Norwalk CT PD

  • 9,474 searches between 2024-09 and 2026-07 (23 months with at least one search)
  • 743 camera networks swept by the average single search
  • 100% of them reached beyond Norwalk's own cameras
  • The commonest stated reason is free text or a numeric code, rather than one of the preset categories Flock introduced in December 2025

Open Norwalk CT PD's search dashboard -- every one of those searches, filterable by month, stated reason, search type and how far it reached, with a How to read this tab covering what each field means and what the record cannot tell you.

A floor, not a total. The record only sees queries that reached those six towns' cameras. A single Flock query typically sweeps thousands of networks at once, so most of a Connecticut department's searching does land in it -- but the real count is higher. Nothing in it names an officer, shows a plate, or records what any search returned.

Back to the meetings. Everything above this point was about licence-plate searches -- what the town's police looked up. Everything below is about what was said: each mention is a moment in a recorded public meeting where a surveillance technology came up, with a link to that moment in the video.

2026-08-12 16:12:39.023478 channel_found norwalk_public_schools (@NorwalkPublicSchoolsOfficial) yt-dlp-confirmed handle for Norwalk Public Schools [Official] -- general PR channel, not meetings-dedicated, carries sparse Board of Education meeting coverage claude
2026-08-12 16:12:39.023478 committees_confirmed Common Council + 10 standing committees per hub.norwalkct.gov/meetingboard/commoncouncil (the current live committee page -- the earlier-indexed norwalkct.gov/1014/Common-Council-Committees URL now 404s) hub.norwalkct.gov/meetingboard/commoncouncil claude
2026-08-12 16:12:39.023478 governance_structure_confirmed Board of Estimate and Taxation (BET) is a separate, independent fiscal authority -- NOT a Council committee -- described by the city as creating "a bicameral fiscal check unique to Norwalk's structure" among CT municipalities. Confirmed real and distinct from the Council's own Finance and Claims Committee (both registered). norwalkct.gov/1012/Board-of-Estimate-and-Taxation claude
2026-08-12 16:12:39.023478 oversight_body_confirmed Police Commission -- separate city board, 80 real title matches on the main city channel norwalkct.gov Police Commission calendar entries claude
2026-08-12 16:12:39.023478 patterns_validated Patterns validated in Python/grep against the real title corpus (3357 titles, city channel; 924 titles, schools channel) before being committed -- 14 of 15 bodies got 16-225 real matches each; Board of Education (schools channel) got 22, documented as real-but-sparse rather than unconfirmed since it is nonzero. yt-dlp --flat-playlist crawl of both channels, videos+streams tabs, 2026-08-12 claude
2026-08-12 16:12:39.023478 scope_boundary_confirmed Zoning Commission (199 title matches, a large real body) deliberately excluded as land-use/zoning, same reasoning as Bridgeport's IWWA/PZC/ZBA/Historic District exclusions -- Planning Committee IS included since it is one of the Council's own 10 standing committees, not an independent land-use board like Zoning Commission is. yt-dlp --flat-playlist crawl of youtube.com/@cityofnorwalkconnecticut2000 videos+streams, 2026-08-12 claude

Download Norwalk's meeting transcripts (.zip)

Every finding in this report is a keyword match against exactly these files. Download them to check a quote in its full context, or to search for something this report's keyword list does not cover.

What's inside: one plain-text .txt file per meeting, named <date>_<video-id>_<meeting-title>.txt, plus a MANIFEST.txt giving the date range and how much of the town's video archive is transcribed.

How to use it

unzip norwalk-meeting-transcripts.zip -d norwalk
cd norwalk

# every meeting that mentions a term, with the surrounding line
grep -rin "license plate" .

# just the meeting dates, from the filenames
grep -ril "flock" . | sort

The filename's leading date is the meeting date, so a hit tells you which meeting to watch. Find that meeting in the Timeline below for a direct, timestamped link to that moment in the video.

These are machine-generated captions, not certified minutes. Expect mis-heard names and technical terms, and quote the video rather than the transcript when accuracy matters.

Generated 2026-09-27T15:40:58 from Norwalk's meeting transcripts and agenda documents. Home addresses spoken during public comment are redacted; see the archive MANIFEST for what that means.
