227 mentions of surveillance technology in 35 Middletown meetings, 2020–2026
Not the full history: transcripts begin 2020-04-30, but Middletown's published video archive goes back to 2013-12-02. Meetings before 2020 are not yet transcribed, so this report cannot say what was discussed then. Older meetings are still being added.
Meetings in progress: we are in the process of adding Middletown's public meetings. Middletown's meetings are not on YouTube, so each recording has to be downloaded and transcribed from its audio, which takes a little longer than towns whose meetings are captioned on YouTube. More meetings will appear here as they are transcribed.
This report collects every mention of surveillance technology found in Middletown's recorded public meetings -- automatically transcribed, then keyword-scanned. Each mention below links straight to the moment in the source video, so anything here can be checked against the recording itself.
Start with Timeline to read the discussion in order, or Findings by topic to jump to one technology.
Mentions are found by keyword and are not individually verified. A mention means the words were spoken at a public meeting -- not that the town uses, bought, or approved the technology. Read the quote and watch the clip before drawing a conclusion.

Licence-plate searches by Middletown police¶
Six Connecticut towns have released the Flock audit log of every search run against their cameras. Below is what that record holds for Middletown's own police department -- not a finding, just the log.
Middletown CT PD
- 7,783 searches between 2023-05 and 2025-09 (29 months with at least one search)
- 1,081 camera networks swept by the average single search
- 100% of them reached beyond Middletown's own cameras
- The commonest stated reason is free text or a numeric code, rather than one of the preset categories Flock introduced in December 2025
Open Middletown CT PD's search dashboard -- every one of those searches, filterable by month, stated reason, search type and how far it reached, with a How to read this tab covering what each field means and what the record cannot tell you.
A floor, not a total. The record only sees queries that reached those six towns' cameras. A single Flock query typically sweeps thousands of networks at once, so most of a Connecticut department's searching does land in it -- but the real count is higher. Nothing in it names an officer, shows a plate, or records what any search returned.
Mentions by topic: first seen / most recent¶
Back to the meetings. Everything above this point was about licence-plate searches -- what the town's police looked up. Everything below is about what was said: each mention is a moment in a recorded public meeting where a surveillance technology came up, with a link to that moment in the video.

...All right. Um, just, uh, so that. You already talked about the social workers in law enforcement. So, I just want to go really quick back. Um, I just had one question. Uh, Captain Lushefsky in the department asked for money for a drone and you got a chance to use it. I didn't even know you actually got it. So, how did it go? Um, so the drone first the fire, the drone was able to be used and not put people in harm's way. Right? So, yes, that's what the purpose of the drone was, especially during searches of people that are missing. But our dog, our dog, our dog and our services out in the woods... | 2026-09-04 20:09:09.781745 | channel_found | middletown_granicus -- Granicus host middletown, one flat "Default View" (view_id=2) holding 2,076 clips and ~2,580 hours from 2013-12-02 to 2026-08-26. This DIRECTLY supersedes the 2026-08-22 channel_platform finding, which concluded the transcript pipeline could not monitor Middletown and it would have to be watched manually. That was a limit of a YouTube-only crawl, not of the records: the town has published meeting video continuously for thirteen years. |

| 2026-08-22 13:34:27.601158 | channel_platform | No dedicated official YouTube channel found; current meetings hosted on Granicus (middletownct.gov/755/Granicus). Only YouTube hits are stale 2022 uploads from regional reuploader @jamesbregenzer (1083-video multi-town aggregator) and unrelated out-of-state "Middletown" channels (OH/RI/MI). | yt-dlp ytsearch + WebSearch, 2026-08-22 | claude |
| 2026-08-22 13:34:27.601158 | flock_status_update | Mayor Eugene Nocera announced 2026-08-17 he will not sign the proposed Flock Safety contract, after a public hearing where 20-30 residents raised privacy concerns. City says it will continue exploring "alternative technologies" for its drone-as-first-responder program; no vendor named. No mention of Axon found in any coverage reviewed. | Patch | claude |
| 2026-09-04 20:09:09.781745 | granicus_publishes_test_views | Middletown publishes three views: the real archive (view 2, 2,076 clips) plus "xxTESTING View" (view 3, 232 clips) and "Granicus Test - Granicus Content" (view 4, 1,210 clips). 1,441 of those 1,442 clips are already in view 2. Ingesting them is not merely redundant -- the videos upsert prefers an incoming meeting_body_id_auto, so a test view processed after the real one relabels genuine meetings with a body inferred from "Granicus Test". The catalog now skips test views by name and dedupes clip ids across views, largest view first. | Clip-id set comparison across views 2, 3 and 4, 2026-09-04 | claude |
| 2026-09-04 20:09:09.781745 | public_safety_commission_archive | The Public Safety Commission has 142 clips totalling 74.5 hours in the Granicus archive, meeting monthly and splitting its sessions into Police and Fire. Mayor Nocera refused to sign the Flock contract on 2026-08-17 and the city said it would keep exploring unnamed "alternative technologies" for its drone-as-first-responder program; no press coverage reviewed names a vendor. This is the body whose minutes would. Roughly 7 GPU-hours to transcribe the whole eleven-year run. | Per-clip title and duration parse of view_id=2, 2026-09-04 | claude |

Every finding in this report is a keyword match against exactly these files. Download them to check a quote in its full context, or to search for something this report's keyword list does not cover.
What's inside: one plain-text .txt file per meeting, named <date>_<video-id>_<meeting-title>.txt, plus a MANIFEST.txt giving the date range and how much of the town's video archive is transcribed.
How to use it
unzip middletown-meeting-transcripts.zip -d middletown
cd middletown
# every meeting that mentions a term, with the surrounding line
grep -rin "license plate" .
# just the meeting dates, from the filenames
grep -ril "flock" . | sort
The filename's leading date is the meeting date, so a hit tells you which meeting to watch. Find that meeting in the Timeline below for a direct, timestamped link to that moment in the video.
These are machine-generated captions, not certified minutes. Expect mis-heard names and technical terms, and quote the video rather than the transcript when accuracy matters.
Generated 2026-09-27T16:32:31 from Middletown's meeting transcripts and agenda documents. Home addresses spoken during public comment are redacted; see the archive MANIFEST for what that means.
