Towns¶
One directory per Connecticut town, each holding that town's documents. This is the source of truth: every document lives in exactly one town folder, and the topic indexes link back into here.
The cross-town matrix is the better way in. It lists every town with its mention counts per technology side by side, so you can see which towns are discussing ALPR, drones or facial recognition — and how one town compares to its neighbours — before opening any single report.

What is in a town folder¶
Most towns have a surveillance-tech-transcript-and-agenda-report.md: an
automated keyword scan of that town's public meeting transcripts and, where
available, its agenda and minutes documents. Some towns also hold research
briefs or FOIA materials filed under the town they concern.
These reports are unreviewed
Findings are raw keyword matches, not verified claims, and each report states its own coverage. A town with few mentions may simply have had few of its meetings transcribed. Read the "Coverage status" section of any report before drawing a conclusion from it, and follow the timestamped link to the source video before citing anything.
