217 mentions of surveillance technology in 47 East Lyme meetings, 2018–2026
This report collects every mention of surveillance technology found in East Lyme's recorded public meetings -- automatically transcribed, then keyword-scanned. Each mention below links straight to the moment in the source video, so anything here can be checked against the recording itself.
Start with Timeline to read the discussion in order, or Findings by topic to jump to one technology.
Mentions are found by keyword and are not individually verified. A mention means the words were spoken at a public meeting -- not that the town uses, bought, or approved the technology. Read the quote and watch the clip before drawing a conclusion.

Licence-plate searches by East Lyme police¶
Six Connecticut towns have released the Flock audit log of every search run against their cameras. Below is what that record holds for East Lyme's own police department -- not a finding, just the log.
East Lyme CT PD
- 4,137 searches between 2023-04 and 2026-08 (40 months with at least one search)
- 297 camera networks swept by the average single search
- 100% of them reached beyond East Lyme's own cameras
- The commonest stated reason is free text or a numeric code, rather than one of the preset categories Flock introduced in December 2025
Open East Lyme CT PD's search dashboard -- every one of those searches, filterable by month, stated reason, search type and how far it reached, with a How to read this tab covering what each field means and what the record cannot tell you.
A floor, not a total. The record only sees queries that reached those six towns' cameras. A single Flock query typically sweeps thousands of networks at once, so most of a Connecticut department's searching does land in it -- but the real count is higher. Nothing in it names an officer, shows a plate, or records what any search returned.

| 2026-08-23 10:48:10.966140 | agenda_platform_confirmed | eltownhall.com is a custom WordPress site (Brown Bear Creative theme), not a recognized municipal-agenda vendor. New platform value "wordpress_pdf" added to the agenda fetcher to fetch it directly -- board index -> per-board hub page -> per-year sub-page -> PDF, all statically rendered, dates recovered from each PDF link's title attribute via the shared extract_date_from_title() helper. | eltownhall.com/government/boards-commissions/, 2026-08-23 reverse-engineering | claude |

| 2026-08-18 19:42:44.418568 | channel_found | east_lyme_public_schools (@EastLymePublicSchools) | yt-dlp-confirmed handle for East Lyme Public Schools -- separate channel from town government, carries Board of Education meetings (170 title matches across both tabs) | claude |
| 2026-08-18 19:42:44.418568 | committees_confirmed | Full list of 30 boards/commissions/committees per eltownhall.com/government/boards-commissions/ (town-meeting form of government -- Board of Selectmen is the executive) | eltownhall.com/government/boards-commissions/ | claude |
| 2026-08-18 19:42:44.418568 | coverage_confirmed | Board of Selectmen (237 combined title matches incl. Special/Public Hearing variants), Board of Finance (176 combined incl. Special/Public Hearing), Board of Education (170 combined on the separate schools channel), Ad Hoc Short-Term Rental Committee (20, a real Board of Selectmen sub-committee), Special Town Meeting (80 -- East Lyme's town-meeting-form budget/legislative sessions) | yt-dlp --flat-playlist crawl of youtube.com/@eltownhall and youtube.com/@EastLymePublicSchools, both videos+streams tabs, 2026-08-18 | claude |
| 2026-08-18 19:42:44.418568 | flock_confirmed | East Lyme PD has 3 confirmed Flock ALPR cameras (West Main St/Liberty Way, Main St/Cini Park, Boston Post Rd/Flanders Rd) per WFSB I-Team CT Flock camera data reporting -- consistent with the Flock status already recorded for this town during onboarding | WFSB I-Team, "Where are police FLOCK cameras in CT?", 2026-05-28 | claude |
| 2026-08-18 19:42:44.418568 | oversight_body_confirmed | Board of Police Commissioners is real per eltownhall.com's own boards-commissions list, but 0 title matches across the full eltownhall channel crawl (both tabs, 1537 titles) -- registered anyway so the gap is visible rather than silent, same treatment as Bridgeport's Police Commission | eltownhall.com/government/boards-commissions/ | claude |
| 2026-08-18 19:42:44.418568 | scope_boundary_confirmed | Land-use/environmental boards excluded, same reasoning as Bridgeport/Norwalk: Zoning Commission (108 matches), Planning Commission (136), Inland Wetlands Agency (61), Zoning Board of Appeals (3), Aquifer Protection Agency (1), Water & Sewer Commission (24), Conservation of Natural Resources Commission (8), Fair Rent Commission (7), Waterford-East Lyme Shellfish Commission (6, also a regional joint body with Waterford). Also excluded: "Youth & Family Services" (1 match, actually a survey announcement not a meeting recording) and "Issues and Answers" (30 matches, an old 2018 public-affairs talk show, not a governance body). | yt-dlp --flat-playlist crawl of youtube.com/@eltownhall, both tabs, 2026-08-18 | claude |

Get the full transcripts¶
Download East Lyme's meeting transcripts (.zip)
Every finding in this report is a keyword match against exactly these files. Download them to check a quote in its full context, or to search for something this report's keyword list does not cover.
What's inside: one plain-text .txt file per meeting, named <date>_<video-id>_<meeting-title>.txt, plus a MANIFEST.txt giving the date range and how much of the town's video archive is transcribed.
How to use it
unzip east-lyme-meeting-transcripts.zip -d east-lyme
cd east-lyme
# every meeting that mentions a term, with the surrounding line
grep -rin "license plate" .
# just the meeting dates, from the filenames
grep -ril "flock" . | sort
The filename's leading date is the meeting date, so a hit tells you which meeting to watch. Find that meeting in the Timeline below for a direct, timestamped link to that moment in the video.
These are machine-generated captions, not certified minutes. Expect mis-heard names and technical terms, and quote the video rather than the transcript when accuracy matters.
Generated 2026-09-27T15:19:15 from East Lyme's meeting transcripts and agenda documents. Home addresses spoken during public comment are redacted; see the archive MANIFEST for what that means.
